thats not much smaller than average. they dont get that tall, and they really dont fill out and get thick till they are a year old. i have two eight month old pups that are about the size you say and their dad was a big hound.

they'll do fine, even if they are the old style blueticks, they still might grow slow till they get to that size. i have had 90 pound dogs that didnt get that big till they were almost 2 years old. some of them just grow slow.... dont worry, if they are healthy then thats all that matters, teach them to hunt and the size will come along soon enough.

A growing pup will burn a lot of energy.Lack of good high protein food will stunt her growth. Keep plenty of high protein food in front of her and if you can, let her run loose as much as possible. She'll pick up on things a lot faster.

21% is ok but you really need to feed a higher protein base. Especially if you're hunting her. You could add some meat to her diet, chicken,(high protein) or beef. Deer meat is also high in protein base. Look at the "GUARANTEED ANALYSIS ",you should have around 30% protein,18% fat and preservatives to be either Vitamin E and / or C.Make sure the feed is not "CORN" based.Like jcross said, you should have a " MEAT " content in the first 5 ingredients. Also look for Omega Fatty Acids. Make sure the dog is not wormy.Meat is high in phosphorus and lacks calcium. An all meat diet is not good for dogs, they need other nutrients. One more thing: I have noticed that " GOOD BALANCED " dog food has an oily content, cheaper & less healthier feed is dry and contains little or no oil.

21% is more of a maintenance feed, not a running feed. Also when you feed them a good feed you don't have to feed them as much of it. River run makes a good meat-based high energy 24/20 with omegas and all the good stuff for under 20 bucks a bag. I think it is made up in North or South Carolina, so it should be cheaper there.
